Trumpet tail mintmark. The reverse is also a doubled die that is listed in the Wexler Doubled Die Files as 1946-S 10¢ WDDR-011. A strong spread toward the center and slightly CCW from a pivot point near the rim at 3:00 on USA, EPU, the flame, the outer leaves of the right branch the left branch and leaves. ONE DIME and OF AMERICA looks like Class VI rather than Class II. Strong die crack north from the left side of the flame through the E in STATES and to the rim. Strong die clash marks through the left leaves of the olive branch.
